DXF file import not correct

I have a DXF file that when imported shows no information or layers. When I looked at the drawing file , I found that there is no information on layer 0 and 1 but the designer put the outline of the part on layer 2.

The question is, must there be information on layer 0, and why does layer 2 information not show?

remove the .txt to get the dwg file of the part. The other file is another sample with the same issue.

The attachment didn’t show up.
When you import a drawing a box pops up with some options. Do you have ‘Use colours as layer names’ selected? If so, turn it off.
