Plate marker graphic error

When you try to view or create a new "plate marker tool"
an incomplete image appears.

Also,
When you right-click in the toolbar and try to open the Tool table, this table will appear, but when you try to close it by pressing the OK or cancel button, this will cause the program to report an error.

Layout issues have been an ongoing problem for years. I think I finally found the root cause today so hopefully it should be fixed in the next release.
