Nesting parts on waste from inside cut.

Hi guys is it possible to nest parts in the waste inside the 4 large parts here?

I thought I should be able to create a layer somehow but I have not been able to work it out. It would be good not to resort to cutting up the inside waste as another job.

You need to lock those parts, then you can select that inside part to cut first.
In nesting mode right click/ lock

Revised the layout so I can index the sheet to get 10 of the flanges out of a full sheet plus about 100 each of the small ones.
First time I've tried to cut a full sheet like this.... This job has annoyed me becasue I've never had it properly nested,
