We all do it + read too quick.

Looks like a problem with the machine to me, not responding to the M5's in the gcode.

But there's no M5 before it does the homing move at the end. That's why I thought it wasn't doing the final OnPenUp.
The OnFinish has two rapids before the final M05. The code doesn't have an M05 before these two rapids. The only other M05 in the post is in OnPenUp, so it isn't getting there before it finishes.

That last M5 is hard coded simply to make absolutely sure the spindle/torch is off. In most cases it only has any effect if post processing has been cut short, such as when using SheetCam in evaluation mode.

That's what I figured, but why is there no final M05 before OnFinish starts? Shouldn't OnPenUp run before OnFinish?
I'm thinking it must be something with SheetCam not finishing the code. Maybe a license issue, but you're more familiar with how that all works.

... gcode seems to be calling the torch to fire + extinguish as required many times.... not a sheetcam issue.

You'll find that with regards to OnFinish() that a lot of the posts are copied from milling post processors .... so they don't really consider the mill spindle going on and off for every PenUp() and PenDn() operation.... {copy + paste + edit error.... but it has no effect.... also if you were running an oxyacetylene torch then you would not want it going on and off either ..... so the M5 M30 is sort of a confirmation that things are off before the rewind... with Milling you may want to add and M9 too..... M5 M9 M30.... that way all (common) outputs will be off too

Les said OnPenUp should be called after the last move, but it doesn't seem to be since there's no M05.

It should be. Just a thought - Are you running a licensed version of SheetCam? The demo version of SheetCam will limit the amount of code generated. In this case it can stop a cut half way through which would leave the torch on.

You SHOULD NOT move the M30 up to the line as shown as M30 as M30 = Program End + REWIND {it rewinds the gcode to the first line....}

you can insert post.Text (" M05\n") at the start of function OnFinish()..... but as Les pointed out maybe you have another problem....

Although looking at your gcode it looks like you have M3 where it should be and M5 where it should be.... so your problem in my opinion is with Mach3 (do you have a valid licence.... with your name registered against it not someone elses name or someone elses business name etc).

Mach3 with a fake licence will do odd things....

+ what motion controller are you using?
An not using mach3. Using UCCNC. I can edit the gcode inside UCCNC, and if switch the last two lines around, it turns the torch off and does not go back to home position (which is fine). But having to edit the code every file is annoying and shouldnt have to be done.

I found the problem. Your rapid clearance (in Options->job options->material) is below the cut height. This is confusing SheetCam. If you increase it to greater than the cut height it will work correctly. Rapid clearance is the height between cuts so you would normally have it quite a bit higher than the cut height.

Changed the rapid clearance to 1", and its still outputting in the gcode to move before turning the torch off. Attached is the new dxf and job file.

Well, I'm confused. I took your job file and ran it through SheetCam with the Mach3 THC with scriber post (I had to edit the setting at the top to get the G31 probe) and my code looks totally different.
For one thing, my code has a lot less lines, and my code has an M05 at the bottom where you would expect it to be before the rapid moves.
I also noticed that the X,Y moves have different coordinates. I'm not sure if you changed your job file after you posted your code, but it looks like the drawing isn't in the same place on the material.
