Tool set won\'t load from one computer to another

I'm having trouble loading my old tool set on my new computer. I saved my tool set under a unique name and put it on a external hard drive . I then go to open tool set on my new cpu and I see my tool sets unique name . I click open but don't get my tool set from my old computer showing up . Thanks !
