After looking at your picture closer, it looks like you are doing an outside offset. Try doing no offset or an inside offset. Well, I tried this out on my shop computer. It's identical to my house computer, and I keep a copy of sheetcam on it for quick changes when I'm out at the shop. The measure function works fine on it.
