I don't think it makes any difference as I use 2021 autocad and brics cad
just some entities such as splines will not import (from any version) the problem is they are 3d entities.... you can convert them to polyline though

it's not the controller but the CNC software that runs the controller that is important.
so look for a mach4 post processor if that is what CNC software you are running

works and looks fine to me on Debian 10 Buster Debian 11 Bullseye MX-Linux 21 are their some dependencies it could be looking for that are not loaded on your setup? I have linuxcnc loaded complete with a load of python dependencies, glade and pyQT..... so my setup may have solved what sheetcam needs...

UCCNC had a similar bug in my experience and breaking the arcs into quadrants in sheetcam helped using the following added to the post processor made sure that UCCNC cut EVERY circle Options->machine->post processor. Click on the 'edit post' button. Add this as the first line of the post: post.SetOp...

you may be better to have a look at the plasma spider forum as that has a lot of traffic and deals with plasmacnc.
this forum is a bit specific to sheetcam and tends to get less footfall as it's quite specific
