Compare the onrapid sections in your 2 posts. The z movie needs to be on its own line before the xy move. You should be able to see how this happens in your router post.

Start about 4:00. Save as R12 dxf and select convert splines to polylines in the options.
I don't have SW so I can't test this.

Yes, SheetCam doesn't work well with splines. If you can convert the splines to polylines you will have better luck.
As a side note, if you turn on path ends in SheetCam you can check your path for little white dots. It will help you find inadvertent open paths.

The tool and operation custom settings with boolean values show as check boxes, only the custom post option doesn't if you set it as boolean.

I think z zero is supposed to be the center of the tube, not the surface.

Are you inserting the dxf into a part? I don't think you can just file...open dxf files.

Not sure if it's your problem or not, but your file path is missing a colon after the drive. Should be F:\Julia1.tap

You can go to the website and download the latest version. Maybe this was a big in the older versions, or maybe there's something up with your internet connection.
