V-cutter angles

I was wondering how SC handles V cutter angles.
In the tool list you input the tip diameter or flat width, and cutter angle.
1. Is this the total angle of cutter or per side?
2. If per side, is it referenced off of 0 degrees or 90 degrees(default cad angle, CCW from 0 degrees)?
I am only asking because I have the v-carve plug-in and have not used it yet, and I may start incorporating that into some of my jobs.
